And this can be detached from referring to a place like a part in town. Is their new place nice? It's not exactly in a salubrious part of town. So I have also heard people use a sarcastic tone with it. So it means rundown or not pleasant in the negative.
For example, we had to move to a house in a less salubrious area. But from what I have been exposed to, it's usually used in a negative sense. This one is used either when talking about a place and it suggests it's pleasant to live in.
